Viewability measures the chance
Viewability answers a technical, binary question: did the ad enter the screen in a way that made it possible to see? The most common standard treats a display as viewable when at least half its pixels stay on screen for at least one second, and a video when a similar share stays in view for at least two. It is a threshold of opportunity, not of perception: it says someone could have looked, not that they did.
Attention tries to measure the gaze
Attention starts where viewability stops and tries to estimate whether the ad was actually looked at, and for how long. It combines indirect signals such as time on screen, creative size and position, scroll, active audio, overlaps and, in research settings, even eye tracking. The output is not a certified fact but an estimate: a probability of cognitive exposure, not proof that the message landed.
Why the difference matters
An impression can be perfectly viewable and completely ignored: loaded at the bottom of a page, covered by other elements, scrolled past in a fraction of a second. Viewability guards against gross waste (ads that never came into view); attention tries to separate formal exposure from real attention. Conflating them means optimizing for the wrong threshold.

What each metric actually tells you
Viewability: a technical threshold
It is deterministic and verifiable: either the minimum pixels and seconds are there, or they are not. That makes it excellent as an inventory quality check and a contractual filter. Its limit is that it stops at the browser window: it ignores the person in front of the screen entirely.
A banner that is 100% viewable in a background tab counts as visible even if no one looked at that tab.
Attention: a continuous estimate
It is not a yes/no but a gradation: some formats and positions capture the gaze more than others, and for longer. It is useful for comparing placements and creatives when other conditions are equal. Its limit is that it remains a probabilistic model, sensitive to how it was trained and to which signals it can access.
The same creative high on a long page tends to receive a longer gaze than the same creative at the bottom.
How the two relate
Attention presupposes viewability but does not replace it. A non-viewable ad has zero attention by definition; a viewable ad can have very low attention. Think of them as two filters in series: the first discards what could not be seen, the second tries to estimate what was actually looked at.
Raising viewability does not guarantee more attention: you can be visible and still invisible to the eye.
When to use which
The choice depends on the question you're asking
Use viewability to clean the inventory
When the problem is obvious waste - placements that never come into view, low-quality sources, systematic below-the-fold - viewability is the right tool. It is measurable, contractible and hard to dispute. It serves as basic hygiene before any finer conversation about attention.
Use attention to choose among already-decent options
When the inventory is already reasonably viewable and you must decide where and how to invest - which format, which position, which length of exposure - attention adds information viewability does not have. It helps distinguish placements that are nominally equivalent but very different in their ability to capture the gaze.
Use neither as proof of effectiveness
Neither viewability nor attention tells you whether anyone will remember the brand, understand the message or act. They are process metrics, upstream of the outcome. Read them as clues about the quality of exposure, never as substitutes for a business result. Treating them as final KPIs is the fastest way to optimize the wrong thing with great precision.

First the threshold, then the nuance
We place viewability at the entrance as a non-negotiable quality filter, because it is verifiable and cuts the grossest waste. Only above that floor do we use attention as a comparative lens to weigh positions and formats. Reversing the order - optimizing attention on inventory that is not even viewable - makes no sense.
We treat attention as an estimate, not a fact
Every attention score comes from a model with assumptions and limits. We care about relative, stable differences between options, not the absolute value. We distrust comparisons across different attention sources, because they measure different things with different methods: a higher number is not automatically more attention.
We always close the loop on the outcome
Attention and viewability remain intermediate signals. We keep them tied to a downstream result - a response, an action, an observable behavior - because better exposure must be able to move something real. If an attention gain never translates into anything downstream, that gain is worth little to us.

Set a minimum viewability floor
Decide the level below which an exposure simply does not count, and use it to discard placements and sources that fail basic hygiene. This is the floor, not the finish line.

Add attention only above that floor
On already-viewable inventory, bring in an attention estimate to compare options on equal terms: format, position, duration, context. Hold everything you can constant, so the differences genuinely reflect the factor you are testing.

Look for stable differences, not isolated spikes
A single high reading can be noise. Trust gaps that repeat across different conditions and over time, not one brilliant value seen once.

Tie every choice to an observable outcome
Before shifting budget toward what seems to capture more gaze, verify that the choice also moves something downstream. If the attention-to-outcome chain breaks, start again from the question, not from the metric.

If an ad is viewable, does it mean it was seen?
No. Viewable only means it had the chance to be seen: minimum pixels and seconds on screen. A person can have that ad in front of them and not look at it at all. Viewability is a threshold of opportunity, not proof of perception.
